AIBSNLREA DELHI CIRCLE HOLDS ITS GENERAL BODY MEETING:

General Body Meeting of AIBSNLREA Delhi Circle of was held on 16th January, 2026 at Bikanervala, opposite Hanuman Mandir, Connaught Place, New Delhi under the Presidentship of Shri Rakesh Tiwari, President. The President informed the House that seven new members had joined AIBSNLREA on that day. The existing members extended a warm welcome to the newly joined members with applause. After self-introduction by the members, Shri Devesh Kumar, Circle Secretary briefed the House about the various activities undertaken by the Circle. Shri K. Yohannan, Circle Finance Secretary, placed a brief financial statement for information. Shri V. P. Arya, AGS, and Shri Rakesh Sethi, AGS, addressed the meeting and explained the various activities of AIBSNLREA at the CHQ level. After detailed discussion, eight members were elected as delegates for the 4th AIC at Varanasi. At the request of the members, Shri Rakesh Sethi, AGS, explained the Income Tax Appellate Tribunal, Chandigarh Bench decision regarding tax exemption on ex-gratia payments to BSNL VRS retirees. He elaborated on the provisions of Section 10(10B) of the Income Tax Act and the judgment of the Madras High Court in HPFW vs Government of India. The issue was discussed in detail by the members. Shri Gobind Khattar, Ex. GM ALTTC, who joined AIBSNLREA on the same day, also explained the matter in detail and responded to various queries raised by the members. The Delhi Circle expressed its gratitude to the CHQ for its special efforts in facilitating the settlement of issues related to individual members as well as general welfare issues of retirees. SPECIAL MEETING OF AIBSNLREA DELHI CIRCLE HELD:

A Special General Body Meeting of the Delhi Circle of AIBSNLREA was held on 16th October 2025 at Arya Samaj Mandir, 15 Hanuman Road, New Delhi under the Presidentship of Shri Rakesh Tiwari, President. In his welcome address, appealed all members to strengthen the Association by enrolling new members. Shri Devesh Kumar, Circle Secretary presented a brief account of the activities of the Circle. Shri Sanjay Vishnoi, Shri V. K. Sharma, and Shri T. P. Singh were co-opted as ACS, OS, and AFS respectively. Shri K. Yohannan, Circle FS, presented a brief financial statement of the Circle for the information of members. Shri Rakesh Sethi, AGS, in his address elaborated on the role of AIBSNLREA in resolving various issues concerning pensioners and individual members and spoke on Pension revision, pay revision by relaxing affordability clause, wage agreement between BSNL and its unions, Notional increment and restoration of commutation after 12 years. He also explained the orders of Income Tax Appellate Tribunal, Chandigarh Bench on tax exemption on ex-gratia for BSNL VRS retirees. He explained about the provisions of Section 10(10B) of the Income Tax Act and the Madras High Court judgment in HPFW vs. Government of India. The meeting expressed its gratitude to the CHQ for its sustained efforts in facilitating the settlement of various individual and general issues related to the welfare of retirees. It was decided that the Delhi Circle body would honour members who have attained the age of 75 years and above. DELHI CIRCLE BRANCH OF AIBSNLREA FORMED:

In a meeting of the members of other Branches in Delhi held on 16.11.2022 in the Committee Room of Delhi State Industrial & Infrastructure Development Corporation Ltd, New Delhi, a Circle Branch for AIBSNLREA, Delhi Circle was formed. In the meeting, the members discussed about the problems being faced in availing benefits from BSNLMRS and CGHS. They also raised the pension revision issue. Various suggestions came from them on Organizational issues. Seven new Life Members were also enrolled during the meeting. General Secretary Shri S Basu, who was present in the meeting, in his speech touched upon various organisation and welfare issues. He explained the action taken by Association in respect of all the issues concerning the BSNL retirees in general and the retired BSNL Executives in particular. He had been it clear that claim by few Pensioners’ Association that we are Government pensioners, and our pension should be revised by applying 7th CPC fitment has no logic. DoT’s proposal for pension revision with ‘NIL Fitment” benefit found no favour from DoP&PW. They not only refused to get involved in a committee to be formed as proposed by DoT, but also advised DoT to take up their proposal for pension revision with DoE. DoP&PW also refused to accept the request to change the CCS (Pension) Rules. He also stated that even the Petition filed by one of these Associations in Ernakulam CAT with the same arguments now being advanced, has already been dismissed. Moreover, they did not even file their counter to the DoT’s reply in the CAT. It is regretted the despite all these hard facts, they are much noise is being made only to confuse the pensioners. Later, a Circle Body was formed with S/Shri R K Tiwari as Circle President, Devesh Kumar as Circle Secretary and K Yohannan as Circle Finance Secretary.  View the list of office bearers
